 Regional Centre, Bhubaneswar
The Bhubaneswar Centre of the Institute was started in 1999. Since its inception, the centre has undertaken various activities independently as well as in collaboration with the New Delhi office. The centre has given importance to strengthening the local self governance especially Panchayat Raj Institutions (PRIs) in the state as the focus area. Recently, the centre has expanded its activities to the tribal areas of different districts in the State. It has also created a long network of NGO partners and civil society groups in the districts of Koraput, Rayagada, Nayagarh, Boudh, Keonjhar, Balasore, Baragarh, Mayurbhanj, Cuttack, and Puri districts. The main focus areas where the Bhubaneswar centre intervened within and outside the state of Odisha are: awareness building; capacity building of elected representatives in general and women representatives in particular both in rural and urban local bodies; capacity building of Government employees attached to PRIs and urban local bodies; local bodies and disaster management; PRIs and primary health care; dissemination of information; urban studies; livelihood issues; tribal land issues; human rights; partnership development and networking; research and publication; and advocacy.

The Centre has so far carried out several projects such as (i) Empowerment of Women as a Regular and Continuous Programme and Specific to Empowerment of Elected Women Representatives in Panchayats of Orissa and Rajasthan, (ii) Sensitization of NGOs: Alternative Policy Approach, (iii) Integrated Nutrition and Health Programme, (iv) Decentralized Governance, (v) Increased Participation of Women in Governance by Women (SARPPP) Project, (vi) Documentation of Governance Practice in Plan Community, (vii) Millennium Development Goal Campaign, (viii) Role of PRIs in Disaster Management Program under Social Restoration Program of Orissa Disaster Mitigation Authority (OSDMA), Govt. of Orissa, (ix) Strengthening Urban Local Governance: Study of Basic Urban Services, (x) Baseline Studies and Micro Plan in 50 Villages of Rayagada and Kalahandi Districts of Orissa, (xi) Role of PRIs in Anti-Trafficking of Women And Children in Orissa, (xii) Verification of Data on Sanitation in 30 Districts of Orissa, (xiii) Land Alienation and Entitlements in Select Tribal Districts of Orissa, and (xiv) Research Study on Water, Sanitation and Panchayats in Orissa.

Presently, Bhubaneswar centre is implementing (i) Action project (PACs programme) on “Improve Access to Land of Socially Excluded Communities for Livelihood Security in Keonjhar and Mayurbhanj district of Orissa” funded by DFID, U.K. Government with effect from 15th September 2011 for 4 years, (ii) Research project on “Implementation Status and Gap between Provisions and Practice of PESA Act in three Tribal dominated states of India (Andhra Pradesh, Jharkhand and Orissa): A Comparative Diagnostic-cum-Evaluation Study”, funded by Scheduled Caste and Scheduled Tribe Research and Training Institution (SCSTRTI), Government of Orissa with effect from September 2011 for 7 months.
