Ash Narain Roy is the current Director. He received his doctorate in International Studies from Jawaharlal Nehru University. He spent four years at El Colegio de Mexico, Mexico City in the 1980s as a visiting scholar. From 1990 to 2001, he worked with the Hindustan Times as Assistant Editor. In 1997, he was sent to Egypt and Jordan on UN’s fact-finding mission on the question of Palestine. He has participated and presented dozens of papers in international seminars and conferences on democracy, federalism, globalization and Indian foreign policy.

Roy has been regularly participating in global democracy forums like World Movement for Democracy, Community of Democracies, World Forum for Democratization in Asia, and the Forum of Federations. He has also been lately involved in a series of high-powered meetings of Iraqi leaders on building federalism in Iraq sponsored by the Italian Foreign Ministry held in Venice and Erbil, Iraq. In March 2005, Roy led a 34-member Indian Panchayat delegation to Pakistan.

He was the recipient of the First Appan Menon Award in 1997. He has been associated with the encyclopaedic publication The World Guide from Montevideo and has been a contributor to the Yearbook of the Muslim World. He contributes regularly to in Spanish.

He is the author of The Third World in the Age of Globalization: Requiem or New Agenda? (Zed Books, London) and Globalisation or Gobble-isation: The Arab Experience (Konark, Delhi).

He has been involved in the establishment of IBSA Local Governance Forum.
